In reply to <a href="https://wonkywonderful.com/low-carb-cabbage-roll-casserole-recipe/comment-page-1/#comment-9655">Barbara</a>.

This casserole is a bit juicy due to all of those wonderful veggies and no carbs to soak up the liquids. The meat and onions/peppers are cooked separately then layered into the casserole. As far as the extra liquid I imagine the cabbage is the culprit. Some cabbage tends to release more liquid than others. You could sauté the cabbage before adding to the casserole to remove the liquid. Or, I also have a similar recipe made in one-pot that may be more to your preference: https://wonkywonderful.com/low-carb-unstuffed-cabbage-casserole-recipe/ <- just cooke the meat and peppers separately :)

This is a strange recipe that went against my cooking instincts right from the start. But I like to try recipes first, then mess with them if I must the next time. First, putting the meat, onions and peppers in the pot all together? Nope, but I did it, because it said to. Steamed meat. Followed the rest of instructions, basically ended up with cabbage soup with melted cheese on top.
That being said, the flavors were fabulous, I will make again but with different method!
